The Governor’s Office of Storm Recovery was created in 2013 to meet the strategic goals set by the Department of Housing and Urban Development for the $4 billion in assistance New York State received to recover from Hurricane Irene, Tropical Storm Lee (2011), super-storm Sandy (2012), winter storm Nemo and the Mohawk Valley floods (2013). The Organizational Systems & Performance department was created as an internal application development and access management unit to handle the needs of the various program area and shared services teams including human resources, legal and finance departments.

Office 365 Architect
As the Office 365 Architect, I am responsible for guiding our agency’s approach to leveraging the resources available to it on the New York State Office 365 Government G3 tenant. Working with teams of project managers, business analysts, developers and information security specialists, I provide valuable insight into leveraging Office 365 platform offerings and the standards established by New York State Information Technology Services. I champion the adoption of Office 365 services as appropriate for our business, guide the development of SharePoint solutions based on the SharePoint Development Framework, and foster the adoption of Microsoft Teams.

SharePoint and Office 365 Manager
As the SharePoint systems manager, I provided solutions that ensure work products and deliverables are of the highest caliber. I have developed various solutions that leveraged out of the box functionality and customized development in SharePoint Designer. In 2017, I was certified by New York State to deliver SharePoint training, developing and delivering introductory and advanced learning sessions for Office 365, One Drive and SharePoint Online.
Notable projects:
- Worked closely with New York State government tenant administrators, technical and program area teams on migrations projects including a Federated Active Directory migration to Azure AD and from SharePoint 2010 to Office 365.
- Leveraged InfoPath and SharePoint 2010 as a rapid software development platform to quickly develop a portal for contractor teams to assess infrastructure project documentation for eligibility to receive federal funding.
- Rolled out a number of important External Collaboration Portals for teams to share work with the Department of Housing and Urban Development (HUD) and non-state teams for the National Disaster Resilience Competition and Rebuild by Design.
- Expanded use of Excel Services to access SQL databases for rich, interactive, real-time reporting, including the incorporation of ArcGIS mapping data into Power View, Power Map and Power BI reports.

Projects and participation include:
- As the System Manager for the Office of Medicaid Provider Fraud and Abuse Investigation (OMPFAI), designed a case tracking system to identifying fraud and abuse committed by medical providers, track the progress of investigatory audits, communicate effectively with stakeholders, and report results of these investigations and audits in a timely manner;
- Member of the Executive Deputy Commissioner’s SharePoint governance committee during initial 2007 rollout;
- Rebranded and developed the agency’s intranet (for over 18,000 users) on a SharePoint 2007 Publishing Portal using web-content management (WCM);
- Designed a site to assist with New York State data security audit compliance tracking with task-based workflows with email notifications;
- Designed a site to track large volume of Medicaid clinical review InfoPath forms, using library management rules and dashboards using Target Audiences
- Hosted lunchtime brown-bag lunches to deepen the agency’s SharePoint knowledge base;
- Created dashboards in SharePoint 2010 using Excel Services and Microsoft SQL Server 2008 SSIS.
